Anthony Carlisi

Anthony Carlisi graduated from  Frostburg State University in 1986 with a Bachelor of Science degree in Business Administration.  He was President of Sigma Tau Gamma – Beta Pi Chapter in 1986.  He is currently the President of the White Rose Alumni Association, serves on the Board of Directors for the University and is on the School of Business Board.

Mr. Carlisi has been a member of the NCMA since 2002 and achieved Fellow Status in 2018.  He previously served as Vice President and Treasurer of the Washington, DC Chapter from 2012 through 2018.  He  is currently serving  on the NCMA National Board of Advisors. He is also an American Council for Technology-Industry Advisory Council (ACT-IAC) Fellow.

Anthony Carlisi serves as Principal at the Carlisi Consulting Group LLC.  He retired after 33 years of Federal Service in March 2023.

Prior to his retirement, he served as Director, Acquisition Management & Analytics at the Naval Medical Logistics Command and as the Senior Contracting Official for BUMED.  He was responsible for directing a team of 100 acquisition professionals in conducting major procurement operations involving the planning, negotiating, and awarding of contracts for an array of Medical programs in support of new construction ships, ships undergoing major conversion, healthcare personal services, non-personal services and research/development contracts. In addition, he designed and implemented new procurement methods and processes in response to changes in  mission requirements.  He oversaw awards obligating $1B annually.

Prior to this assignment, Mr. Carlisi was the Team Lead / Contracting Officer on the Naval Guns/Projectiles Program (October 2012 to January 2016) for the Naval Sea Systems Command (NAVSEA) covering an array of contracts with a combined value of $2B.  

Prior to returning to NAVSEA, Mr. Carlisi worked as a Consultant and in Industry from September 2009 to October 2012 holding the positions of Vice President of Contracting, Senior Capture Manager and Acquisition Subject Matter Expert.

Previously, from August 2005 to September 2009, Mr. Carlisi was the Director of Acquisition Operations Service / Director, Acquisition Management / Interagency Services for the Department of Veteran’s Affairs (VA). Mr. Carlisi was responsible for directing a team of 130 professional, coordinating major procurement operations involving the planning, negotiating and awarding of contracts for goods and services exceeding $20B. While at VA, Mr. Carlisi was selected to participate in the American Council for Technology/ Industry Advisory Council Partners Leadership Development Program which he graduated in 2006 and is a Fellow.

From December 2001 to August 2005, Mr. Carlisi was Chief of the Global Information Grid (GIG) Operations and Sustainment Branch at the Defense Information Systems Agency (DISA), where he provided executive leadership and strategic guidance for the acquisition of information technology solutions. While he was at DISA, Mr. Carlisi was also selected to participate in DISA’s Executive Leadership Program.

Prior to reporting to DISA, Mr. Carlisi served as a Contracting Officer at NAVSEA supporting major Acquisition Category (ACAT) programs. Before he took over this responsibility, Mr. Carlisi supported the contracting requirements of the Program Executive Office for Expeditionary Warfare, which included the contractual support for several ACAT 1 programs. Mr. Carlisi was a pioneer in establishing the Navy Seaport Program, where Multiple Award Contracts (MAC) were awarded for providing professional support services to NAVSEA and its field activities.

Mr. Carlisi began his contracting career in 1987 at NAVSEA as a Contract Specialist; he is a graduate of the Naval Mechanicsburg Intern Program, achieved both Defense Acquisition Workforce Improvement Act (DAWIA Level III) and Federal Acquisition Certification – Contracting (FAC-C Level III) certifications in Contracting and is a member of the Acquisition Professional Community (APC).
